Howard University President Dr. Wayne Fredrick testifies before Congress on NIL legislation

Clarification: NCAA Division I football is the only sport with divisions.  In 2006, Division I-A and I-AA were renamed "Football Bowl Subdivision" (FBS) and "Football Championship Subdivision" (FCS), respectively.  Prior to 2006, the NCAA classified the FBS schools as I-A and the FCS schools as I-AA.  FBS programs are allowed 85 scholarships on its roster at any given time.  FCS are allowed only 63.

Howard University won the NCAA Division I Men's Soccer National Championship in *1971 and 1974.  The 1971 title was *vacated by the NCAA which is a story for another time, but Saint Louis University and politics were involved.  But justice was served in 1974 when the national title was returned to the Mecca, as Howard defeated the 2-time defending champion Saint Louis University 2-1 in four overtime periods.  The Bison championships were won under Coach Lincoln 'Tiger"  Phillips.

Florida A&M University Rattlers won the first NCAA Division 1-AA Football National Championship on December 16, 1978 at Memorial Stadium in Wichita Falls, Texas,  defeating the University of Massachusetts 35-28.  The game was also called the Pioneer Bowl and was the first season of 1-AA play with 43 teams in the FCS division.  

1978 was also a  transitional year for FAMU Athletics as it had gained approval from the NCAA to move up in classification from Division II to Division I in all sports except football, which was classified as I-AA.  This took effect on Sept. 1, 1978 and the Rattlers were officially Division I, as they played their final schedule in the SIAC, winning the championship with a 5-0 record.   Overall, FAMU finished the season with a 12-1 record as national champions under College Football Hall of Fame (c'2021) Coach Rudy Hubbard.  The one game lost was to Tennessee State 24-21.

The University of Maryland Eastern Shore won the 2008 and 2011 NCAA National Championship in Women's Bowling under Coach Sharon Brummell, the first African-American and first woman, to coach a championship bowling team.

In other words, NCAA Division I national championships have been won by Howard University (1974 Men's Soccer), Florida A&M University (1978, Football)  and University of Maryland Eastern Shore (2008, 2011 Women's Bowling).
