Ten states, including South Carolina failed to provide more than $56 million in mandated state appropriations to historically Black institutions federally designated as 1890 Land Grant universities in 2010-12.
COLUMBIA, South Carolina -- Last week, South Carolina lawmakers proposed shutting down the state's only public historically black college for two years.
"We are looking at a bankrupt institution," state House Rep. Jim Merrill told reporters. "No one takes any pleasure in recommending this."
And indeed, the school is in rough shape. It owes millions, enrollment has plummeted over the past eight years, and only about 14 percent of its students graduate in four years.
But a group of students and alumni has filed a federal suit blaming state officials for the school's current woes. They say the state has been illegally discriminating against the black university, first by underfunding it, then by allowing well-heeled nearby colleges, like the University of South Carolina, to offer academic programs very similar to those at S.C. State. That left prospective students with little reason to pass up a tonier school with the same offerings, they say, and enrollment dried up.
In essence, they say, South Carolina State was set up to fail.

House committee votes for replacing SC State's leadership
COLUMBIA, South Carolina — Members of a powerful House committee called Wednesday for ousting the embattled president and entire board of South Carolina State University as a first step toward bringing the troubled school back to fiscal solvency.
The Ways and Means Committee voted unanimously to put the proposal in its budget plan for the coming fiscal year, as a substitute for last week's stunning idea to temporarily close the state's only public historically black college for a massive overhaul.
The vote came hours after U.S. Rep. Jim Clyburn and his wife, both 1961 S.C. State alumni, released a letter calling for ousting President Thomas Elzey and replacing the board. Last week, the Legislative Black Caucus called for Elzey to resign. He refused, and the board stood by him. Elzey's four-year contract extends to 2017.

Reggie Barlow files wrongful termination lawsuit against ASU
MONTGOMERY, Alabama -- Former Alabama State University Football Coach Reggie Barlow filed a lawsuit on Wednesday against the university after being forced out of the position following the 2014 season.
According to the court complaint, the lawsuit is based on four separate cause of action including breach of contract, fraud, wrongful termination and negligent employment and supervision.
Barlow signed a new contract in September 2014 with a pay raise, but two months later in November he was asked to resign from his position.
The deal guaranteed three years on the job with a pay increase and a $500,000 annual salary pool for his assistant coaches. The new pay schedule was effective immediately.

Report: B.C. Lions to sign MEAC player of the year, McGhee
VANCOUVER. B.C. - Ian Rapoport, the NFL.com columnist who broke the news that coach Jeff Tedford was headed to the B.C. Lions, is reporting that Tedford will soon have a new quarterback.
Howard University phenom Greg McGhee is bypassing the National Football League combine in Indianapolis this week and will sign with the Canadian Football League Lions, according to Rapoport.

After 5 straight gains, Gold Rush slide to 20th nationally
NEW ORLEANS -- Xavier University of Louisiana's streak of five consecutive climbs in the NAIA Division I Men's Basketball Coaches' Top 25 ended Tuesday when the Gold Rush dropped from 17th to 20th.
Xavier (20-8 overall, 9-3 Gulf Coast Athletic Conference) were 24th on Jan. 6, then climbed from 21st to 20th to 19th to 18th to 17th in successive weeks. An eight-game win streak, the Gold Rush's longest in four years, fueled the climb.
One XU streak, however, didn't end. This is the 46th consecutive Gold Rush appearance in the top 25 -- the longest active streak in NAIA DI men's basketball. Xavier has appeared in 59 of the last 60 top 25s.
Xavier ended a two-game losing streak Monday with a 75-64 GCAC victory at Tougaloo. That enabled the Rush to reach 20 victories for the fifth consecutive season and the 30th time overall, a Louisiana men's collegiate record.
GCAC leader Talladega is No. 1 in the nation this week. The Tornadoes, who received 7-of-10 first-place votes, were No. 3 last Monday when they won 78-69 at Xavier, then climbed to No. 2 the next day. It is the first NAIA No. 1 ranking in Talladega's history.
Cal State San Marcos, No. 1 the previous three weeks, dropped into a fourth-place tie with Hope International. No. 2 Freed-Hardeman received two first-place votes, and No. 3 Pikeville earned one.

XU's Balleste, Williams named to NAIA Association of Student-Athletes
NEW ORLEANS — Xavier University of Louisiana's Vashni Balleste (women's tennis) and Kailey Williams (women's outdoor track and field) are among 27 selected to serve on the NAIA's proposed Association of Student-Athletes, a new group to be added to the NAIA governance structure if approved at the annual convention in April.
The ASA would be the NAIA's first governance group made up entirely of students, and it would function as the advocacy arm of the student-athlete collective. The ASA will include at least one representative from every conference, including the Association of Independent Institutions, and every NAIA championship sport.
Balleste is from Rock Tavern, N.Y., and a graduate of Washingtonville High School. Williams is from Fort Worth, Texas, and a graduate of Martin High School. Both are sophomores on their teams' rosters.
Xavier is the only NAIA member with more than one selected to the ASA.
Selection of the student-athlete representatives prior to convention was to ensure that the ASA could be functioning fully for the 2015-16 academic year. Each representative will serve a two-year term. However, in the first year of the ASA, half the representatives will be randomly selected to end their term early to create a staggered rollover each year.
"The ASA will allow student-athletes to have an input on the issues that directly impact them every day," said Kent Paulson, Chair of the Conference Commissioners Association and Frontier Conference commissioner. "This group will have the unique opportunity to discuss matters most important to them on the NAIA's biggest stage."
Members of the proposed ASA were selected from a pool of nominees forwarded to the NAIA's national office by each conference and the A.I.I.
The ASA will be an association under the proposed Council for Student-Athletes (CSA), a new council that focuses on student-athlete health, safety and development, also to be approved at convention. The CSA will comprise representatives from other councils as well as nine members of the ASA, including the four officers.
Some of the topics the ASA will discuss in the coming year include the student-athlete experience, health and safety of student-athletes and Champions of Character initiatives.
The NAIA will conduct its 74th annual national convention April 10-14 in Charlotte, N.C.

Xavier will visit the University of New Orleans at 3 p.m. Saturday. Then at 2 p.m. Monday, Xavier will play No. 7 Brenau at Mobile, Ala., a neutral site. It will be the Gold Nuggets' first dual of the season against a ranked opponent.

West Virginia State Football Announces 2015 Recruits

INSTITUTE, West Virginia -- West Virginia State University Head Football Coach Jon Anderson released the names of this year's recruits today.
A total of 24 new Yellow Jackets committed to suit up for Anderson in the fall including a trio of West Virginia high school players.
"This group of student-athletes are dedicated to achieving excellence in everything thing that they do," Anderson said."We have a group of talented athletes, but also a group that is passionate about earning their degree at WV State University."
The recruits were drawn from eight different states.
"I am as excited as I have been here at State about what the future holds, not only for this year's class, but for the entire State Football Team," said Anderson.
The West Virginians who committed to playing for the Yellow Jackets in the fall are Ravenswood's Rhys Jelich (5-8, 205, FB), Cabell Midland standout Nathan Jefferson (6-4, 255, OL), and Capital High's Karson Lawrence (6-1, 190, S).
Jelich set school records most yards gained in a game and season, most points in a game, season and career, and most touchdowns in a game, season, and career. As a senior he accounted for 3,251 yards of total offense and 47 touchdowns. He also recorded 93 tackles and ran back three punts for touchdowns.
He is the son of former Ravenswood and West Virginia University star Joe Jelich.
Lawrence played this past year for the Class AAA state champion Cougars after moving to Charleston from Maryland. He forced eight turnovers, made four fumble recoveries, and intercepted four passes during the season. He was also the long snapper on kicks and played on special teams.
Jefferson was a first team All-Mountain State Conference selection.
"I want to congratulate and thank the staff for their tireless work throughout the entire recruiting process," Anderson said."They have sacrificed many hours away from their families to pursue the best and the brightest from this region."
That effort not only impressed the head coach but others as well whichAnderson believes played a big part in putting together such a strong recruiting class.
"Over and over again, I received many compliments regarding their professionalism, football knowledge, and their ability to relate to our student-athletes from those families who visited campus," Anderson said of his staff."Their efforts are showcased by the talent that exists in this signing class."
He also pointed out that the effort extended beyond himself and the football staff.
"I would also like to thank the entire campus community for their efforts in helping us sign this class," Anderson added."Without the help of countless departments and individuals, this group of student-athletes would not have been possible."

LaQuan, one of the first Cleveland recruits for the Yellow Jackets, comes to State after a successful high school career. Tyrone Barber / 5'10" 185lbs / Running Back / Fork Union Military Academy / Yonkers, NY
Tyrone came to State from the Fork Union Military Academy. In high school, he was elected to the 2013 Super Eleven team. During his senior year, he set a school record with a total of 1,980 yards and 27 rushing touchdowns receiving. As a running back he also had 261 receiving yards, and added another 2 receiving touchdowns. Over his Junior and senior campaign, he scored a total of 49 touchdowns which was a school record as well. Rudy Favard comes to State as a transfer from Sacred Heart University and will be enrolling in the Graduate Program studying media studies. While at Sacred Heart, he helped change program athletically and with leadership on the leadership council. He helped the team earn 2 North East Conference Championships and a final regular season record of 19-4 over two years. While at Malden Catholic High School, Rudy played four years of football, lettering 3 of those years. He was named Captain of the Malden Catholic football team and an Agganis All-Star. Trevond Reese / 6'1" 215lbs / Wide Receiver / Moorehead St. University / South Charleston, WV
Trevond comes to State as a transfer from Morehead State University. He is a local product out of South Charleston High School. In high school, Trevond helped South Charleston to a Mountain State Athletic Conference and West Virginia Class AAA State Title in 2009. He was a 1st team All-MSAC selection in 2011 and 2012, as well as a 2nd Team All-State performer as a junior and 1st Team All-State performer as a Senior.

Xavier Adkins comes to State after an exciting career at Largo High School in Upper Marlboro, MD. As a three year team captain, Xavier brings a wealth of experience leading his teammates on both sides of the ball. Curtis Cropper comes to WVSU from Odenton, Maryland as a Defensive Lineman. During his career at Arundel High School, Curtis pressured the quarterback and created chaos at the line of scrimmage while stopping the run. Tyrek is a 3 year starter at cornerback including a Division 5 state championship with L.C. Byrd High School. Tyrek is a tall, lengthy corner with deceptive speed. He has great reaction to the ball and disrupts timing of the play with his tight press coverage. Tyrek's height and speed combined contributes to excellent pass defense to opposing teams. Michael Hounshell / 6'1" 225lbs / Defensive Line / Largo HS / Upper Marlboro, MD
Michael is the second signee from Largo High School for the Yellow Jackets in the class of 2015. He was a team captain and a 3 year varsity starter. At Largo, he played fullback, linebacker, defensive end, and defensive tackle. He was invited to play in the PG vs SMAC Chick-fil-a All-Star Game. He is the son of Michael Sr. and Donnell Hounshell and will pursue a degree in sports studies.
